How to Manage and Control Asbestos in the Workplace (Code of Practice)
The model Code of Practice that explains how PCBUs should identify, assess, and control asbestos risks in workplaces.
The 'How to Manage and Control Asbestos in the Workplace' Code of Practice is an approved code under the WHS Act. It provides practical guidance on meeting the asbestos management duties set out in Chapter 8 of the WHS Regulations.
It covers how to identify asbestos and ACM in workplace structures, plant, and equipment; how to assess the condition and risk of identified materials; and how to choose and apply control measures — from labelling and enclosure through to removal.
The Code explains what an asbestos register must contain, who needs to prepare one, and when it must be reviewed. It also sets out the structure and content of an asbestos management plan, including responsibilities, control measures, training, incident procedures, and review schedules.
While codes of practice are not law in themselves, they are admissible in proceedings as evidence of what is known about a hazard and the reasonably practicable steps to control it. Courts and regulators expect duty holders to follow the Code unless they can show an equally effective alternative.
What this means for you: if you manage a workplace built before 2004, this Code is the working manual behind your register, management plan, and day-to-day asbestos controls. AX4 reports are structured around its expectations.
