Register vs survey

A normal asbestos register is for occupation. Demolition and refurbishment need deeper checking.

A standard asbestos register usually records accessible asbestos information for normal building occupation and maintenance. Demolition, strip-out and refurbishment works can disturb concealed areas that are not normally inspected, including wall cavities, ceiling spaces, floor build-ups, service risers and behind fixed linings.

Before works begin, the asbestos information should be reviewed against the actual scope of works. If the existing register does not adequately cover the areas likely to be disturbed, a demolition/refurbishment survey may be needed.

When to arrange

Before works disturb building materials

A pre-demolition or pre-refurbishment survey should be considered before works that may disturb building materials, especially in pre-2004 buildings or where the asbestos register is old, limited, non-intrusive or does not cover the proposed work area.

  • Demolition or partial demolition
  • Strip-out works
  • Bathroom, kitchen or tenancy refurbishment
  • Wall, ceiling or floor removal
  • Roof, eaves, soffit or cladding works
  • Service riser, plant room or switchboard works
  • Penetrations, chasing, drilling or cutting
  • Insurance repairs after damage
  • Works in areas marked no-access on the register
  • Works where no current register is available

    Laboratory pathway

Samples are analysed through NATA-accredited laboratory partners where required.

  5. 05

    Report findings and next steps

AX4 provides clear findings, photos, material descriptions, asbestos results where applicable and practical recommendations for project planning.

Feedback to records

The survey should feed back into the register

Where new asbestos information is identified during a demolition or refurbishment survey, the asbestos register may need to be updated. AX4 can help connect the survey findings back into the property's register and asbestos management plan so the site records remain current.

Optional

Make asbestos information easier to access during works

For managed properties, commercial sites and strata buildings, AX4 can support QR-linked register access so contractors and site contacts can access relevant asbestos information where it is needed. This does not replace project-specific survey scope, inductions or safe work procedures, but it can help make asbestos information easier to find before work starts.

Standard Asbestos Register

  • Supports normal occupation and maintenance
  • Usually based on accessible areas
  • Records known, presumed or suspected ACM
  • Helps contractors avoid accidental disturbance
  • Needs review when information or site conditions change

Pre-Demolition / Pre-Refurbishment Survey

  • Matched to proposed works
  • Can include intrusive inspection where required
  • Focuses on materials likely to be disturbed
  • Can investigate concealed areas within scope
  • Supports removal planning, sequencing and safer project delivery

Readiness

Do you need a pre-works asbestos survey?

  • Was the building constructed before 2004?
  • Is demolition, strip-out or refurbishment planned?
  • Will works disturb walls, ceilings, floors, services, roofing or cladding?
  • Is the existing asbestos register old or limited?
  • Does the register include no-access areas?
  • Are concealed areas likely to be disturbed?
  • Are contractors asking for asbestos information before quoting or starting?
  • Has the scope changed since the register was prepared?
  • Would finding asbestos mid-project cause delay, redesign or extra cost?

If several of these apply, the proposed works may need a demolition/refurbishment survey or register review before work proceeds.
