What is an asbestos register?
An asbestos register is a document that:
- Identifies asbestos-containing materials likely to be present or likely to be disturbed within the agreed scope
- Records their condition
- Assesses risk in practical terms
- Sets out recommended actions
Who typically needs one?
In general, a register is expected where:
- The building was constructed before 31 December 2003
- It is used as a workplace, or workers (including contractors) attend it
This commonly applies to commercial buildings, industrial sites, schools and aged care, and to strata or multi-tenancy properties. The exact duty depends on the building, its use, and what is reasonably known about it — AX4 can help review your situation.

What's included in an AX4 register
- Site inspection (non-destructive, within the agreed scope)
- Identification of asbestos-containing materials likely to be present or likely to be disturbed within that scope
- Photographic records
- Practical risk assessment for each item
- Sampling through NATA-accredited laboratory partners where approved by the client
- Clear recommended actions
Important limitation
Reasons include inaccessible areas, the non-destructive nature of the survey, and concealed construction materials only revealed during works. Before works that may disturb building materials, the asbestos information should be reviewed against the proposed scope — and a pre-demolition or pre-refurbishment survey is typically used.

When does it need updating?
A register should be reviewed regularly and revised when asbestos information or site conditions change, including:
- After any asbestos removal
- After refurbishment or maintenance works
- If materials show signs of deterioration
- If occupancy or use of the building changes
- On a periodic cycle — AX4 may recommend more frequent practical reviews than the often-quoted 3–5 year benchmark, depending on site risk
Why it matters
- Helps protect workers and contractors
- Reduces the chance of accidental disturbance during routine maintenance
- Supports safer project planning
- Supports SA WHS asbestos register duties under the WHS Regulations 2012 (SA)
